MINSK, 11 November (BelTA) – A new national security concept has been adopted in Belarus. President of Belarus Alexander Lukashenko signed relevant decree No. 575 on 9 November, the press service of the Belarusian head of state told BelTA.
The new concept has been developed following an instruction of the Belarus president. New risks, challenges and threats that have appeared across the globe, aggravation of global problems of the mankind, the imperfect security architecture and the need to ensure Belarus’ sustainable development in the future required finding new complex approaches to ensuring the national security.
The concept uses domestic national security researches, which were accomplished in 2006-2010, as well as the latest foreign practices.
The new concept has inherited a lot from those adopted in 1995 and 2001. Meanwhile, it has developed several other ways to ensure the national security and uses brand new approaches.
Key notions have been specified and expanded. The main areas of the national security now include science, technology and demography. The role and the place of Belarus in the globalized international relations have been determined. It is the first time the concept has laid down national interests. The latter are a combination of needs of the state to realize balanced interests of individuals, the society and the state. The description of the current national security situation has been expanded.
While the previous national security concept focused purely on major factors that pose threat to the national security of Belarus, the new document has considerably expanded and specified these factors. The notions “threats” and “sources of threat”, both domestic and foreign ones, have been expanded and listed.
The document uses a new approach to building the system to ensure national security. The essence, principles and the purpose of achieving the national security are distinguished as well as main tasks that have to be fulfilled to ensure the national security, major areas the efforts will be channeled into. Using general provisions, the content of the system to ensure the national security (entities and means), and their functions have been determined.
There are plans to create a comprehensive system for strategic planning. The system will rely on the national security concept and the national social and economic development program. Indicators to show the current status of the national security and changes of the national security in various spheres have been introduced.
The new national security concept of Belarus is supposed to provide the framework for consolidating efforts for the sake of improving the operation of government agencies and other organizations, citizens of the country in order to ensure the national security and protect national interests.
